SUBJECT:

-LOSS'0F 0FF-SITE POWER AND 'SDESPREAD POWER OUTAGE Turkey Point Unit 4, which was operating' at 100 percent power, tripped at 11:40 a.m. (EDT)

. today because of. a loss of off-site power. The power loss was caused by a fire which (disabled a 500-KV transmission line near Florida Power and Light's (FPL) Andytown

substation .in. central Florida. The loss of this substation caused a cascading power loss.

. cffect which interrupted electricity service to about 1.5 million customers from Palm Beach

< s::uth through' the Miami area, affecting the off-site. power supply to Turkey _ Point. Unit 3 is shutdown for refueling. The power interruption also tripped oil-fired Turkey Point Units 1 and 2.

FPL'd'eclared'an unusual event at noon and terminated it at.2:07 p.m. All safety systems,-

including the. emergency diesel generators, functioned as required.

Off-site power was restored to Turkey Point Unit 4 by approximately 1:55 p.m. and to Unit 3 ~

by 2:30 p.m. as. power was being generally restored to the south Florida area.

Media interest has occurred. Both FPL and NRC have responded to inquiries.
