Mr.' Martin: By letter dated March 3, 1987, the Nuclear Regulatory Commission issued a Notice of Violation concerning activities at the Rancho Seco Nuclear Generating Station. The District responded to the Notice of Violation by letter, dated April 3, 1987. The response letter acknowledged the violation cited and described the District's intended corrective actions for each specific item listed in the Notice of Violation.

On June'24, 1987, Mr. Ross Scarano of the Commission requested the District to provide further clarification of our April. 3,1987, response regarding the actions that have been taken by Security to enhance communication with plant management.

The District has thoroughly evaluated the communication breakdown during the December 30, 1986 bomb threat, and has determined that Security's failure to fully inform plant management of -the degree of activation of the Security Plan was a random personnel error and not of a recurring nature. The responsible 4 security officer has since terminated employment at the Rancho Seco Nuclear Generating Station.

Security Contingency Procedures for both a bomb threat and declaration of a security alert clearly require prompt and complete notification of the shift supervisor. Training on these procedures is an inherent part of the Security

4 .. The District has' improved overall Security / Plant communications by requiring an officer. to-report directly to the Shift Supervisor during an emergency to function as a communication link with the Watch Commander and Central.and Secondary Alarm Stations. This facilitates the prompt and complete transmittal of information between Security and the Plant.

The District considers that the above actions adequately address this matter.

SUBJECT: RESPONSE TO A NOTICE OF VIOLATION We have received your response to our March 3.1987 Notice of Violation for failure to classify an unusual event on December 30, 1986. In addition, we have received. EPM-34, dated June 17, 1987 which contained the revisions to-AP-501 referred to'in your response.

Based ~upon our review of both documents, it appears that. improvements in the capability.to arrive at quick and correct classification had been accomplished. However, as stated in your March 3, 1987 reply, communication between security and plant management appears to be a contributing cause for not classifying the December 30, 1986 event. Please provide us with a description of any actions that have been taken by Security to enhance the communication between them and plant management so that plant operations is fully informed and can properly classify a security event under the emergency
