A special announced team inspection of the restart, activities'at' RanchoSeco
Nuclear Generating Station was conducted by NRC headquarters staff during the period September 28, 1987-October 9, 1987...The team discussed the inspection; findings with you and members of your staff during the course of this inspec-tion and at the exit meeting on October 9,:1987. -This letter provides a summary of the significant findings in advance of the inspection report (50-312/87-29) so that appropriate corrective actions may be factored into your-restart planning. activities. The findings listed below are only the more:
significant concerns-identified during the inspection and must~be resolved before restart. The findings below provide:neither a complete list;of ?inspec-tion concerns nor any of the strengths identified by the inspection team. ' A complete discussion of all the inspection findings.will be provided in'
Inspection Report 50-312/87-29.
1.
New items identified during inspection 87-29:
a.
The procurement and material handling control-programs may not
.
i provide adequate assurance that quality' class level:I fasteners would be used for all safety-related applications.
This finding may also-apply to the procurement of other material and equipment.
b.
The safety feature actuation system (SFAS) ' signals to the Nuclear i
Service Water (NSW) pumps appear to be defeated by the NSW Surge Tank LO-LO level contacts which are actuated by nonsafety-related level instruments.

c.
The air compressors and associated downstream piping to the al accumulators for emergency diesel generators GEA2 and GEB2 were d$
designed as nonsafety-related, although it appears that air is
$81 required _ for continuous operation of these emergency diesel genera-pg tors. Additionally, the overpressure protection.for.the air compres-mo sors appears to be set above-the rating for.the compressors. The g
team understands that these issues are being addressed as-part of the
$g safety analysis for the new emergency diesel generators, oo-

Resolve 120 Vac SSR Problems (86-41-12)-

i (1) Dedicate a spare circuit breaker and the temporary' cable required to provide an alternate power supply to motor-operated valve PSV-21511.
1 (2) Physically mark the circuit breakers on Westinghouse power.

(3) Develop casualty procedures for loss of 120 Vac vital buses (Problem 5).

28317 and 2A208A (Problem 16).

(3) Revise Operating Procedure A.59 "480 Vac System Operating Procedure"(Problems 25,33and34).

(2) Modify the undervoltage trip' logic for circuits ' associated with buses 4A, 4B, 4A2 and 482.

Implement an effective QA Surveillance Program (86-41-39).
No response is required to this letter since Inspection Report 50-312/87-29 detailing the inspection findings and concerns will be issued in the near future.
