Dear Sir:

As you may know, the Zimmer Power Station Project, at Moscow, Ohio, is nearing completion, yet issues regarding the safety of its operation remain unresolved. Recently a request was made of me that I co-sign a letter to the owners of the power station, the Cincinnati Gas & Electric Company (CG&E), regarding the development of their emergency plan.

The purpose of the letter was to express my approval of their emergency plan, as Secretary of the Department res-ponsible for the regulation of radiation for the protection of the public health in the Commonwealth of Kentucky. I declined to sign this letter. ,

The purpose of this letter is to express this Depart-ment's opposition to the licensing of the power station. My primary reason for this opposition is my concern that at present the most efficacious manner of disposal of high-level radioactive waste resulting in the spent fuel rods i

used at the Zimmer Station is not yet resolved. In fact, no resolution appears imminent and CG&E, as the owner and operator of the power station will be forced to store these radioactive materials on site for an indefinite period of time. I do not feel comfortable with the existence on the Kentucky border of a facility which will generate potentially lethal materials for which there is no approved method of disposal. I am also concerned that in the future radioactive wastes from the power station will be transported to disposal sites on the highways of this state, with possible dangers  ;
