Offl0E OF IlWESiiGAIl0NS July 5, 1984 f!EADQllARTERS W e Honorable Nunzio Palladino, Chairman thited States Nuclear Regulatory Comission 1717 H Street N.W., Room H-ll49 Washington, D.C.

20555 Re: NIC Investigation of Safety Deficiencies at Grand Gulf I and II and Waterford Nuclear Facilities

Dear Chairman Palladino:

I am writing pn behalf of the Arkansas Public Service Comission to ask that you provide me with copies of NIC safety investigative reports, cmpleted within the last eight months, on Grand Gulf thits I and II and Waterford.

I also respectfully request that you advise me of any current NIC investigations of these facilities into which the Arkansas Public Service Comission might intervene in order to have access to any information about the safety and scheduled licensing of these facilities.

We Arkansas Public Service Comission is keenly interested in these matters because of the possibility that, under two FEIC proceedings, Arkansas ratepayers may be required to fund and buy energy from these facilities.

%e financial liability of the citizens of Arkansas for funding these facilities is very much dependent on the operational viability of these plants.

Needless to say, safety deficiencies will delay scheduled operations and possibly increase the cost to Arkansas.

hank you in advance for your prompt attention to this matter.
