WHEREAS, in OGAE's "Ocupe of. Action" and its Flan to Verify Quislity of Ccnstructicn, the .Bechtel Corporation is charged with conducting a partial hardrare review; sed WHEREAS, a partial reviev is f nr.uf fici t and a cceplete review by an independent third perty is needed, particularly where Bechtel's review presents at least,' the appscance of a direct conflict of interest; and -

W1*EREAS, Council ard this cocmunity cannot properly address the cost issues presert.e3 by the Zismer facility unlect we are cade fully aware of the hardware and. safety problems at the Zirmer Sta-tion; now, therefore, BE IT RESOLVED by the Council of the City of Cincinnati, State of Ohio:
