SUBJECT:

Follow-up Report on Inoperability of Fire Barrier

Dear Mr. Martin:

i The Omaha Public Power District, holder of Operating License DPR-40, submits  !

this follow-up report to a special report which was issued August 1, 1986, regarding an inoperable fire barrier.

Fort Calhoun Station Unit No.1 Technical Specification 2.19(7) requires that all penetration fire barriers protecting safety-related areas shall be func-tional (intact). With a penetration fire barrier nonfunctional, within one hour, either estao.ish a continuous firewatch on at least one side of the affected penetratic:., or verify the operability of fire detectors on at least one side of the penetration and establish an hourly firewatch patrol. Restore the nonfunctional penetration to functional status within seven days, or pre-pare and submit within an additional 30 days a report to the Nuclear Regulatory Commission pursuant to Technical Specification 5.9. ',. A special report was issued on August 1, 1986, reporting an inoperable fire barrier.

On May 18, 1986, the floor plug separating fire areas 34A and 34B was removed for the installation of modification MR-FC-81-92, Emergency Exit from Room 20 to Room 57. This rendered the fire barrier inoperable. The moaification work was completed on December 11, 1986, and the fire barrier declared operable.

During the period of inoperability, fire detectors were verified operable on at least one side of the barrier and an hourly firewatch patrol was maintained.
