Application for Amendment of Facility Operating License No. DPR-40 Omaha Public Power District (OPPD) is submitting this " Application for Amendment of Facility Operating License" to increase the minimum required Reactor Coolant System (RCS) flow rate and to change the surveillance requirements for RCS flow rate.

OPPD proposes to amend the following sections in the Fort Calhoun Station Unit No 1 Technical Specifications as follows:

. Increase the RCS flow rate minimum limit for Departure from Nucleate Boiling Ratio margin during power operation above 15% of rated power in Section 2.10.4. The specification is currently 197,000 gallons per minute (gpm) which actually corresponds to an indicated flow rate of 202,500 gpm. An incret.se to 206,000 gpm indicated is proposed.

- Delete the footnote relevant to the Reactor Coolant Flow rate; this eliminates the need for a cross-reference between the actual flow rate and the indicated flow rate. Also change tl'e wording format relevant to the cold leg temperature and the axial shape index in Section 2.10.4.

  • Change the minimum frequency for surveillance of the Reactor Coolant System flow rate in Table 3-3 from "M"(Monthly, or at least once per 31 days) to "R"(Refueling, or at least once per 18 months as defined in Section 3.0.2), and a footnote is added to require performance of the RCS flow rate calculation within 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> after 2 95% .
