SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION RELATED TO AMENDMENT NO.190 TO FACillTY OPERATING LICENSE NO. DPR-40 OMAHA PUBLIC POWER DISTRICT FORT CALHOUN STATION. UNIT NO.1 DOCKET NO. 50-201

1.0 INTRODUCTION

By application dated March 18,1998, Omaha Public Power District (OPPD) requested changes to the Technical Specifications (Appendix A to Facility Operating License No. DPR-40) for the Fort Calhoun Station, Unit No.1. The requested changes would amend the Fort Calhoun Station Technical Specifications (TS) to change the title " Shift Supervisor" to " Shift Manager."

2.0 EVALUATION TS 5.2.f, " Administrative Controls - Organization," currently reads:

The Supervisor - Operations, the Shift Suoervisors and Licensed Senior Operators shall hold a senior reactor operator license. The Licensed Operators shall hold a reactor operatorlicense.

and TS 5.11.2, " Administrative Controls - Radiation Protection Program," currently reads:

.... In addition, locked doors shall be provided to prevent unauthorized entry into such areas and the keys shall be maintained under the administrative control of the Shift Suoervisor on duty and/or the MRP (Manager-Radiation Protection) with the following exception: ....

The licensee proposed to replace the reference to " Supervisor (s)" in these TSs with the title

" Manager." This change will more accurately describe the authority of these individuals. The qualifications and the duties of the positions will not % changed.

Since this is a title change only, with no change in qualifications and duties, this is an administrative change and; therefore, is acceptable.

The licensee also proposed to implement this change by revising Standing Order (SO) O-1,

" Conduct of Operations," within 30 days of NRC approval of the change. However, the licensee proposed to change the titles in the remaining procedures which refer to the Shift 9904210310 990415 PDR ADOCK 05000285 P PDR

t i i Supervisor as part of the normal procedure change process when other changes are identified and processed.

In a conference call between the staff and the licensee on February 25,1999, the licensee confirmed that all necessary procedure changes have already been identified and that coordination and tracking of the deferred implementation will be maintained under administrative control. The staff finds this acceptable because administrative controls will be in place to ensure that all procedure changes will be completed.

For future title changes, the licensee is encouraged to utilize generic personnel titles (see TSTF

[ Technical Specification Task Force) 065, R.1, "Use of Generic Titles for Utility Positions,"

approved December 3,1997).

3.0 STATE CONSULTATION

in accordance with the Commission's regulations, the Nebraska CL official was notified of the proposed issuance of the amendment. The State official had no comments.

4.0 ENVIRONMENTAL CONSIDERATION

The amendment relates to changes in record keeping, reporting, or administrative procedures or requirements. Accordingly, the amendment meets the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(10). Pursuant to 10 CFR 51.22(b) no environmental impact statement or environmental assessment need be prepared in connection with the issuance of the amendment.

5.0 CONCLUSION

The Commission has concluded, based on the considerations discussed above, that: (1) there is reasonable assurance that the health and safety of the public will not be enc' angered by operation in the proposed manner, (2) such activities v>ill be conducted in compliance with the Commission's regulations, and (3) the issuance of the amendment will not be inimical to the common defense and security or to the health and safety of the public.
