Special Report on Fire Barrier Seals 26-N-24 anj 69-F-186 Omaha Public Power District (0 PPD), holder of Operating License DPR-40, submits this special report pursuant to the requirements of Fort Calhoun 5tation Unit No. 1 Technical Specification 2.19 "Fire Protection System."

Fort Calhoun Station Unit No. 1 Technical Specification Section 2.19(7) states "all penetratien fire barriers protecting safety-related areas shall be functional (intact). Nith a penetration ff e barrier nonfunctional, within one hour, establish a continuous firewatch on at least one side of the affected penetration, or verify tha operability of fire detectors on at least one side of the penetration and establish an hourly firewatch patrol. Restore the non-functional penetration to functional status withir, seven days, or prepare and submit a report to the Nuclear Regulatory Commission...."

During a plant modification which involved cable routing, firc barrier penetration seals 26-N-24 and 69-F-186 were rendered inoperable on August 22, 1988. Penetration 26-N-24 is in the north wall of corridor 26, (main floor, Auxiliary Bldg., elevation 1007 ft.), 69-F-186 is in the floor of Room 69, main room, Auxiliary Building, elevation 1025 it. Within one hour of each barrier being rendered inoperable, fire detector operability was verified, and an hourly firewatch Satrol was initiated. The penetration seals could not be restored to operaale status until September 1, 1988 (69-F-186) and September 2, 1988 (26-N-24) due to unavailability of qualified penetration seal material.

.U. S. Nuclear Regulatory Commission LIC 38-863 Page 2 The fire barrier penetration seals were inoperable in excess of seven days and an hourly firewatch patrol was maintained in the affected areas. No follow-up action is required since the fire barriers have been restored. This special report is being issued within the time limit specified in Technical Specification 2.19(7).
