The Omaha Public Power District (OPPD), holder of Operating License DPR-40, submits this special report pursuant to the requirements of Fort Calhoun Station Technical Specification 2.19, " Fire Protection I Systems."

Fort Calhoun Station Unit No. 1 Technical Specification Section 2.19(7) requires that all penetration fire barriers protecting safety-related areas be functional. With a penetration fire barrier non-functional, within one hour, either a continuous fire watch must be established on at least one side of the affected penetration, or the operability of fire detectors on at least one side of the penetration must be verified and an hourly fire watch patrol established. The non-functional penetration must be restored to functional status within seven days or, failing that, a report to the Nuclear Regulatory Commission pursuant to Technical Specification 5.9.3 must be prepared and submitted within an additional 30 days.

t l On August 19, 1991, fire door 1007-9, between Corridor 26 in the l Auxiliary Building and the Chemistry and Radiation Protection Building, was found to not have a UL Label certifying itr fire rating and the door was conservatively declared inoperatie.

Evaluation of this door has been added to the scope of an ongoing fire barrier upgrade program which is evaluating several other l doors in the plant. Completion of this upgrade program is scheduled for June, 1992. Appropriate compensatory measures, as l required by Technical Specification 2.19(7), have been in place l since the door was discovered to not have a UL Label and the measures will be maintained until the door is determined to be operable or is replaced.
