Special Report on Inoperability of Fire Barriers and Fire Detection Systems The Omaha Public Power District, holder of Operating License DPR-40, submits this special report pursuant to the requirements of Fort Caihoun Station Unit No. 1 Techqical Specification 2.19 "Fire Protaction System."

Fort Calhoun Station Unit No.1 Technical Specification Section 2.19(7) requires that all penetration fire barriers protecting safety related areas shall be functional (intact). With a penetration fire barrier nonfunctional, within one hour, either establish a continuous firewatch on at least one side of the affected penetration, or ve.*ify the operability of fire detectors on at least one side of the penetration and establish an hourly firewatch patrol.

Restore the aonfunctional penetration to functional status within 7 days, or prepare and submit a report to the Nuclear Regulatory Commission, pursuant to Section 5.9.3. of the Technical Specifications, within an additional 30 days outlining the action taken, the cause, and the plans and schedule for restoring the pentration to operable status.

The fire protection systems and barriers have been inoperable in excess of the time limits given in the applicable Technical Specification. A follow up report will be issued following final restoration detailing the corrective actions taken. This resort is being issued within the 30 day limit specified in Technical Specificri. ions 2.19(1) and 2.19(7).
