SUBJECT:

1998 Fort Calhoun Station (FCS) Radiological Effluent Release Report and j Radiological Environmental Operating Report Omaha Public Power District (OPPD) provides the enclosed two reports required by the FCG Technical Specifications (TS). The first is the Annual Radiological Effluent Release Report for January 1,1998 through December 31,1998. This report is submitted in accordance with TS Section 5.9.4.a., and is presented in the format outlined in Regulatory Guide 1.21, Revision 1. .

The report provides the results of quarterly dose calculations performed in accordance with the Offsite Dose Calculation Manual (ODCM).

During 1998, there were two revisions to the ODCM. The first revision incorporated the format of NUREG-0472, and included changes in the way effluent radiation monitor alert and alarm setpoints are determined as well as several minor editorial changes. The second revision incorporated a change to the elemental iodine fraction per EA-FC-94-048 for gaseous effluent releases. No changes were made to the Process Control Program.

The second document is the Annual Radiological Fnvironmental Operating Report for January j 1,1998 through December 31,1998. This report is submitted in accordance with TS Section /

5.9.4.b, and is consistent with the objectives specified in Section 5 of the ODCM.
