SUBJECT:

Special Report on Inoperability of Wide Range Noble Gas Stack Monitor RM-063M for Post-Accident Monitoring The Omaha Public Power District (OPPD), holder of Operating License DPR-40, submits this report pursuant to the requirements of Fort Calhoun Station Technical Specification 2.21, " Post-Accident Monitoring Instrumentation."

Technical Specification 2.21, Table 2-10, item 2, requires that a minimum of one channel for each wide range noble gas stack monitor RM-063L, RM-063M and RM-063H be operable in Modes 1, 2 and 3. If the number of operable channels is less than the minimum operable channels requirement, OPPD must either restore the inoperable channels to operable status within seven (7) days of the event, or prepare and submit a special report to the Commission pursuant to Technical Specification 5.9.3 within 14 days following the event.

On February 9,1989, at 1533 hcurs, RM-063M was taken out of service because of a calibration problem. RM-063L and RM-063H were also out of service at this time. Their inoperability was reported in Reference 2.

With the mode switch in " Calibrate," RM-063M rate meter indication did not move

! to the " Cal" mark. Initial evaluation indicates an electronic alignment will f restore the monitor to an operable condition.

In accordance with Technical Specification Table 2-10, footnote (a), a pre-planned alternate method of monitoring the appropriate parameter was verified to be in place per 01-PAP-7 for RM-063M.

It is planned to have RM-063M fully operational by March 17, 1989.
