OMAHA PUBLIC POWER DISTRICT FORT CALHOUN STATION. UNIT NO.1 DOCKET NO, 50-285

1.0 INTRODUCTION

By application dated January 29,1999, Omaha Public Power District (OPPD) requested changes to the Technical Specifications (Appendix A to Facility Operating License No. DPR-40) for the Fort Calhoun Station, Unit No.1. The requested changes would relocate three cycle-specific parameter limits to the Core Operating Limits Report (COLR). Specifically, the limit for shutdown margin with T,

>210*F would be removed from Section 2.10.2(1), the negative moderator temperature coefficient (MTC) would be removed from Section 2.10.2(3), and the minimum boric acid storage tank (BAST) level versus BAST concentration figure (Figure 2-11) would be removed from Section 2.2 and relocated to the COLR.

Guidance on the relocation of cycle-specific TS parameters to the COLR was developed by the NRC. This guidance was provided to all power reactor licensees and applicants by Generic Letter 88-16, " Removal of Cycle-Specific Parameter Limits from Technical Specifications,"

dated October 3,1988.

2.0 EVALUATION The following specifications were revised to replace the values of cycle-specific parameter limits with a reference to the COLR that provides these limits.

Specification 2.10.2(1), " Shutdown Margin With T

>210'F" The limit for shutdown margin with T,

>210*F is removed and replaced with a reference to this limit in the COLR. The minimum shutdown margin value is removed from the associated Basis section and replaced with a reference to this limit in the COLR.

(b).

Specification 2.10.2(3), " Moderator Temperature Coefficient" The negative moderator temperature coefficient is removed and replaced with a reference to this limit in the COLR.

Specification 2.2, " Chemical and Volume Control System" The minimum BAST level versus BAST concentration figure (Figure 2-11) is removed and replaced with references in TS 2.2.7, " Borated Water Source-

. Shutdown," and TS 2.2.8, " Borated Water Source-Operating," to this figure in the COLR.

On the basis of the review of the above item, the NRC staff concludes that the licensee provided an acceptable response to those items as addressed in the NRC guidance in Generic Letter 88-16 on modifying cycle-specific parameter limits in TS. Because plant '

operation continues to be limited in accordance with the values of cycle-specific parameter limits that are established using NRC-approved methodologies, the NRC staff concludes that this change is administrative in nature and there is no impact on plant safety as a consequence.

Accordingly, the staff finds that the proposed changes are acceptable.

The NRC has reviewed the request by OPPD to remove the cycle-specific values of the shutdown margin with T, >210*F, the negative MTC, and the minimum BAST level versus BAST concentration figure from the Fort Calhoun TS and place the values in a COLR that would be referenced by the specifications. Based on this review, we conclude that these TS modifications are acceptable.

3.0 STATE CONSULTATION

li accordance with the Commission's regulations, the Nebraska State official was notified of the proposed issuance of the amendment. The State official had no comments.

4.0 ENVIRONMENTAL CONSIDERATION

The amendment relates to changes in recordkeeping, reporting, or administrative procedures or requirements. Accordingly, the amendment meets the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(10). Pursuant to 10 CFR 51.22(b) no environmental impact statement or environmental assessment need be prepared in connection with the issuance of

'l the amendment.

5.0 CONCLUSION

The Commission has concluded, based on the considerations discussed above, that: (1) there is reasonable assurance that the health and safety of the public will not be endangered by I

operation in the proposed manner, (2) such activities will be conducted in compliance with the Commission's regulations, and (3) the issuance of the amendment will not be inimical to the common defense and security or to the health and safety of the public.
