Docket No. 50-285 Gentlemen:
SUBJECT:
Special Report on Fire Door Locksets and Door Modifications The Omaha Public Power District (OPPD), holder of Operating License DPR-40, submits this special report pursuant to the requirements of Fort Calhoun Station Unit No. 1 Technical Specification 2.19 "Fire Protection System."
Fort Calhoun Station Unit No. 1 Technical Specification Section 2.19(7) states, "all penetration fire barriers protecting safety-related areas shall be functional (intact).
With a penetration fire barrier nonfunctional, within one hour, either establish a continuous firewatch on at least one side of the affected penetration, or verify the operability of fire detectors on at least one side of the penetration and establish on hourly firewatch patrol. Restore the non-functional penetration to functional status within seven days, or prepare and submit a report to the Nuclear Regulatory Comission....."
Several fire doors have been re) laced at fort Calhoun during plant modifi-cations.
Prior to removal of tie original doors, fire detector operability was verified, and an hourly firewatch patrol was instituted.
During replacement of the fire doors listed in Taoles A and B below, it was determined that the locksets, which were procured with the new doors, func-tioned in a manner that is no longer desired.
The new fire door locksets require a Ley for each entry, which is not a requirenent for these doors.
The fire doors in Table A were installed, the key locksets were disabled on the dates shown, and remained inoperable until replacement locksets were installed.
