I have received your lett1r of .ieptember 8,1988, enclosing prior correspondence with the Nuclear Regulatory Commission regarding your concerns about NRC regulations 10 CFR 50.54(x) and (y).
On July 5,1988. you were infermed that the staff had determined that your April Id 1988 letter, which requested NRC to cancel 10 CFR 50.54(x) and (y), qualified as a petition for ulemaking.
r The notice of receipc for this petition was published in the Federal Register on August 26,1988(53 FR 32624). I am informed that an aRitional notice will be published in the Federal Register to clarify the August 26 notice to more accurately reflect your v' ews. After the consnent period expires and the staff has ccopleted its review of your petition and any connents received, we will advise you of our decision on Jour proposal.
I have asked the NRC staff to consider your September 8,1988 letter and itr enclosed letters along with the review of your petition.
