In the notice of receipt for PRM-50 50 published on August to. 1988(53FR32624),

The petitioner states that Federal Riegulations require a nuclear plant safety Aystem to pump water into a nuclear reactor as lory as the abnorral condition i

which activated the system persists; but, that Comonwealth Edison's Policy permits operators to tarn off water being pumped into a ruclear reactor during an ener;ency before the safety system has finished its job. The petitioner notes that turning off water being pumped into a nuclear reacter during an erergency can cause a nuclear fuel reltdown, release of highly radioactive t fiss$on products, and exposure of plant personnel and people nearby to hn ardous radiation. The petitioner offers that during a Proceeding before  ;

the Illinois Commerce Comission on Septerber 15, 1987, Cecinonwealth Edison's attorney cited 10 CFR 50.54, paragraphs (x) '.nd (y) as authority for their policy. The petittener states that th's policy applies to all of Corrronwealth t 1

Edison's nuclear power plants; therefore, the petitioner concludes that Comonwealth Edison risks an accident such as the accident at Three Hile Islard Unit 2 at tweb e ruclear power plants.
