Dresden Station Units 2 and 3 Housekeeping Program NRC Docket Nos. 50-237 & 50-249

Dear Mr. Keppler:

On June 2, 1986, Mr. . C. Norelius and other members of your staff met with Mr. D. Galle and other members of our staff to discuss the Dresden Station housekeeping program. During the meeting, Mr. Norelius requested that we transmit a letter describing our housekeeping program. This letter fulfills that request.

Dresden recognized a need to improve 1.ousekeeping and plant material condition early in 1985. In July, 1985, they initiated housekeeping improvements on an available manpower basis. In November, 1985, efforts were strengthened due to an internal review completed as a result of Commissioner Zech's visit to Zion Station.

That review looked at the housekeeping condition at all three of our older plants - Dresden, Quad Cities, and Zion. Improvements have l been made at all three of these stations. However, for a variety of l reasons, conditions have not improved as much as desired at Dresden. Some impediments to this improvement effort at Dresden include the 10-month Dresden Unit 3 Recirculation Pipe Replacement (RPR) project, and limited manpower resources due to the RPR project and several dual unit outages.

As a result of station visits in April by Mr. C. Reed and in May by Mr. C. Norelius, the station has adopted a major housekeeping program that will commit additional dedicated resources to the effort. The new program is divided into two segments, an interior cleaning effort and a separate effort for the exterior of the plant.

The interior portion of the program is divided into two phases. Phase 1 is designed to make a near term and dramatic improvement and includes, but is not limited to, identification and disposition of tools and equipment located at various locations throughout the station into permanent storage areas, cleaning and decontaminating surfaces outside of cubicles, and identifying and repairing leaks or prioritizing leak repairs. . . ,m scheduled for completion by July 31, 1986. Phase 2 is longer term because of its extensiveness and includes thorough cleaning of equipment and components outside of cubicles, repairing minor equipment deficiencies and appearance items, vacuuming assessible cable trays, and painting floors, walls, and equipment. Phase 2 has milestone completion-target dates to track progress and is currently scheduled to be completed in total in July, 1987.

-The exterior portion of the program includes the identification and consolidation of contaminated and noncontaminated dirt and LSA barrels, demolishing storage buildings that are deteriorated or unusable, and grading and restoning or paving protected area roads. This portion of the program has milestone completion dates to track progress with a scheduled completion of all items by July 31, 1986. This effort is again designed to achieve short-term dramatic improvements. In addition, modest landscaping and area beautification is scheduled following the initial effort with a scheduled completion date of October, 1986.

An organization has been created for both programs to-clearly establish responsibility, accountability and reporting relationships. Program coordinators have been identified, and dedicated full-time station and contractor personnel have been assigned to implement the program. We believe the resource commitment is extensive and broad enough to complete the entire housekeeping effort within the schedule dates.

Further, a housekeeping committee has been formed to monitor program progress and report to the Station Manager on a frequent basis to ensure successful results. Also, Mr. N.

Kalivianakis, the Corporate Division Vice President responsible for Dresden Station, will monitor progress and results.

We believe this program will improve the appearance of Dresden Station. The results of the program are designed to meet our own high expectations regarding plant cleanliness and material condition and, we believe, these expectations are consistent with those of the Nuclear Regulatory Commission. As discussed during the meeting with Mr. Norelius, we anticipate that the Dresden Resident Inspector will monitor our progress against the developed schedule.

We will work closely with the Resident inspector in that regard.
