RESPONSE TO GENERIC LETTER 86-04 Generic Letter 86-04, Policy Statement on Engineering Expertise on Shift dated February 13, 1986, offered licensees two options for providing engineering

, expertise on shift and requested licensees to submit a response within 90 days describing the current program for providing engineering expertise on shift, describinF the criteria for engineering degree equivalency if utilized and describing any intended modifications to the current program in order to take advantage of the options identified in the policy statement.

Big Rock Point's current program utilizes an On-Call Technical Advisor who will be available at the plant within one hour and will meet the training and education guidance of NUREG-0737, Item I.A.1.1. This program was approved by the NRC in Amendment 55 to our operating license dated December 22, 1982.

Our Technical Specifications require the On-Call Technical Advisor to have a bachelor's degree or equivalent in a scientific or engineering discipline. In addition, they are required to be SRO certified (or may be licensed) and receive specific training in plant design, and transient and accident response and analysis. Our equivalency criteria is determined in accordance with the requirements of NUREG-0737, Item I.A.1.1 which requires the approximate equivalent of 60 semester hours of college level work in the physical, mathematical or engineering sciences. All On-Call Technical Advisors are approved for duty by the Plant Superincendent prior to assuming On-Call Technical Advisor responsibilities.

The current NRC approved program has been tailored to the specific needs of Big Rock Point. We have no present plans to modify the program nor do we anticipate future program modifications.
