FIRE PROTECTION - COMPENSATORY ACTIONS FOR DEFICIENCIES RELATED TO EMERGENCY LIGHTING AND TO IN THE RECIRCULATION PUMP ROOM From March 5, 1986, through March 7, 1986, the NRC conducted an inspection of fire protection measures at the Big Rock Point Plant. This inspection was a continuation of tae inspection conducted from December 9, 1985 through December 13, 1985 to verify compliance with applicable portions of 10CFR50.48 and 10CFR50, Appendix R. During the March inspection, a number of deficiencies were identified, two of which require that compensatory action be taken in order to ensure interim compliance with the regulations. These two deficiencies are; 1) lack of eight hour emergency lighting along access and egress routes to certain safe shutdown equipment, and 2) lack of an analysis of the Recirculation Pump Room temperature rise which would result from a recirculation pump lubrication oil fire. The calculation of the temperature rise in the Recirculation Pump Room, submitted to the NRC by letter dated February 9, 1982, was found to contain errors. (Note that this error was identified by Consumers Power Company, and discussed with the NRC inspectors during the March 5-7, 1986 inspection.) This letter specifies the compensatory actions that are currently implemented at the Big Rock Point Plant and will remain in effect until the two deficiencies described above are permanently resolved.

The first deficiency involves a lack of eight hour emergency lights, as required by section III.J of Appendix R, along the access and egress routes in the yard area to the Alternate Shutdown Building, the Screenhouse, and the Stand-by Diesel Generator. Until the required lights are installed or until an exemption from the requirement is approved, portable battery powered lanterns have been made readily available to the operators as a compensatory action.

March 14, 1986 The second deficiency concerns the calculated temperature rise in the Recirculation Pump Room as a result of a lubrication oil fire. Since the temperature rise calculation previously submitted to the NRC was found to contain errors, the expected maximum temperature in the Recirculation Pump Room resulting' form an oil fire is uncertain. The calculation is currently i being corrected and, based on the result, appropriate corrective action, if any, will be identified. Until that determination is made, compensatory sction has been initiated by the issuance of an Operating Memo to all operators emphasizing the importance of (in conformance with Big Rock Point

' Alarm Procedure ALP 1.6) activating the Recirculation Pump Room sprinklers

upon receipt of an alarm from any of the detectors in the Recirculation Pump l Room. This activation involves opening the sprinkler header inlet valve via a hand switch located in the Control Room. The sprinkler heads are the fusible i link type and are designed to open at 250*F.
