.. REQUEST FOR-ADDITIONAL INFORMATION: DSER OPEN ITEM 4

Dear Mr. Denton:

l .- Your staff requested that.a series of confirmatory' tests be performed for

,every 7500 cubic yards of backfill placed, provided the percent passing

- the 0.074 mm sieve size of the backfill material sampled does not exceed 8 percent. - If the test indicates that the fraction passing the 0.074 mm

' sieve exceeds 8 percent no confirmatory testing will be required.-

~

!L 'The information concerning the confirmatory test is enclosed. The implementation of this program will begin one_ week"after the NRC agrees '

that it meets the staff's request.

, CONFIRMATORY TESTING REQUIREMENTS' FOR CATEGORY 1 BACKFILL-1

[ ' INTRODUCTION i The current'~ field and laboratory control testing being performed-by-Georgia Power Company on Category 1 backfill'as I.

. required by Specification X2AP0lf Section-No. C2.2, shall-be

- supplemented by periodic confirmatory tests that will include the laboratory relative density test. One series of tests shall be performed for.every 7500 cubic-yards of backfill iplaced provided the percent passing the 0.0741mm sieve size of the backfill material sampled does not exceed 8 percent. Each I' series of-tests shall consist of three typeslof laboratory tests. =These tests are the modified Proctor compaction test (ASTM D 1557),. particle' size analysis (ASTM D 422), and maximum density:of soils.using a vibratory table (ASTM D 4253).

SAMPLING After each 7500 cubic yardslof backfill have been placed -

Georgia: Power Company shall obtain a 300 lb sample of material in a manner that is consistent with the normal handling of the

, fill'in the field. 'A representative portion of the sample F -shall-then be tested by Georgia Power Company in accordance swith ASTM D 1140. If the test indicates that the fraction passing the 0.074_mm sieve size exceeds 8 percent no ,

confirmatory testing will be required. Georgia Power Company shall document the fact that a bulk sample was obtained after

~

'7500 cubic yards of. fill placement and that.the ASTM D 1140 -

' test -indicated that 'the f raction passing the 0.074 'rmn sieve

' size exceeded 8: percent. If the test indicates that the

, backfill' sample contains 8 percent or_less passing the 0.074 mm

. . sieve size then Georgia power Company shall subdivide the 300'lb sample-into13 samples each weighing approximately 100 lbs. One sample'shall tua shipped to Law Engineering Testing Company and the other two shall be retained by Georgia Power Company. Of-the retained samples, one shall be used for testing by. Georgia Power Company and the other shall be stored  :

for1 record purposes. This procedure of obtaining a 300 lb sample and testing by ASTM D 1140 shall be repeated for every 7500 cubic yards of backfill placed and compacted.-

All' samples for shipping shall be placed in double plastic-lined: bags to decrease the probability of bag breakage. These bags shall'then be placed in strong wooden boxes and shipped to Law Engineering Testing Company's  ;

laboratory in Atlanta. Storage samples shall also be placed in

=

  • plastic-lined bags. Samples that are shipped and stored shall have duplicate _ identification tags, one on the outside of the plastic-lined bags and the other with the soil inside the bag. i i

LABORATORY TESTING Law Engineering Testing Company shall perform the following tests on the backfill material.

No. Type of Test ASTM Designation

1. Particle Size Analysis of Soils D 422
2. Moisture-Density Relations of Soils D 1557 dnd Soil-Aggregate Mixtures using (Method A) 10 lb (4.54 kg) Rammer and 18-in.

(457 mm) Drop

3. Maximum Index Density of Soils D 4253 using a Vibratory Table Maximum density shall be determined in accordance with ASMT D 4253 using the wet and dry methods. The amplitude of vibrations which yields the highest maximum density shall be determined'for both the wet and dry methods. The first five samples shall all be tested in this manner. Based on data obtained from these five samples, test conditions that will yield the highest maximum density shall be determined for all subsequent test samples. The remaining samples shall be tested using the wet or dry procedure as appropriate and the optimum amplitude of vibration.

Georgia Power Company shall perform the ASTM D 422 and ASTM D 1557 on parallel samples of the backfill material.

Law Engineering Testing Company shall transmit the test data developed in their laboratory to Georgia power Company who will then determine the difference in maximum dry density reported by the two laboratories. If the maximum dry density values reported by Law Engineering Testing ~ Company are lower ~than those reported by Georgia Power Company no revisions of'the pertinent crmpaction test data will be made. However, if the maximum dry density from either ASTM D 1557 or ASTM D 4253 exceed the .aaximum value obtained by Georgia Power Company then the compaction test data shall lxt re-evaluated by Georgia power Company. The maximum dry density obtained by Law Engineering Testing Company shall be used to evaluate percent compaction for compacted backfill material with 8 percent or less passing the 0.074 mm sieve size and placed during the 7500 cubic yards test' frequency period. Compaction records for material with 2

2685t

, e more than 8 percent passing the 0.074 mm sieve size will not require further evaluation. In order to facilitate evaluation of the confirmatory test data, Specification X2AP01, Section No. C2.2 will be revised to state that Georgia Power Company shall perform one test in accordance with ASTM D 1140 for every ASTM D 1556 field density test.
