" Failures of General . Electric Type HFA Relays in Use in Class 1E Safety Systems:"

Georgia Power Company has been receiving infermation regarding defec.tive General' Electric HFA Relays since 1979. Corrective actions

-as recommended in' the General Electric Service Advice Letters attached

.to the Bulletin have been taken for all Class IE HFA relays supplied with balance-of-plant (B0P) equipment.

General Electric HFA Relays are used in the following Class IE equipment at the Vogtle Electric Generating Plant:

1. 4.0 KV Switchgear
2. 480 Volt Switchgear
3. 125 Volt DC Switchgcar
4. Diesel Generator Control Panels The Vogtle Pro. ject has contacted the vendors for the above equipment relative to the use of defective HFA relays.

Browr, Boveri, the supplier for the 4.0 KV Switchgear and the 125

. Volt - DC Switchgear, has confirmed that they have developed a date code inspection program for HFA relays in their facilities. Any HFA rey I coils manufactured prior to 1979 will be replaced with qualified com-

.ponents.

General Electric, the ' supplier for the 480 Volt Switchgear, has confirmed that all relays being furnished for the Vogtle equipment will not be susceptible to the coil spool problem since the spool material f has been changed from Lexan to Tefzel.

Mr. James P. 0'Reilly Page Two Transamerica Delaval, the supplier for the Diesel Generator Control Panels, has used the qualified Century Series HFA Relays in their equip-ment.

In addition to the actions described above, the Vogtle Project has contacted Westinghouse regarding the use of General Electric HFA Relays. Westinghouse has not utilized HFA relays in any safety-related equipment. Westinghouse was also requested to detemine if the relays provided within' their scope of supply have any problems similar to those of the HFA relays. This research is expected to be completed by August 31, 1984. Georgia Power Company will notify the USNRC of the results of the research when the infomation becomes available.
