Environmental Deviation The following deviation was reported to Mr. Walt Baunack, A.E.C. Region 1 Regulatory Operations Office on December 11, 1974. In accordance with Section 7 4.2.A of the Environmental Technical Speci-fications, Appendix B of DPR-44/56 for Units 2 and 3 Peach Bottom Atomic Power Station, the following report is being submitted to the Directorate of Licensing as an Environmental Deviation.

Effluent from suspended solids settling basin and sewage plant possibly in excess of Environmental Technical Specification limit.

Conditioss Prior to Deviation:

Unit 2 operating at approximately 75% power. Unit 3 operating at approximately 75% power until shutdown on December 6,1974.

The apparent deviations were based on established correlation between ppm suspended solids and JTU turbidity values. On December 3 and December 8,1974, data also indicated a possible Environmental Deviation based on JTU values. Corresponding samples for these dates were subsequently gravimetri ca lly analyzed. This analysis showed that the system ef flu-ents were within Environmental Technical Speci fication limi ts. No samples were obtained and therefore no such gravimetric analysis was performed on December 4 and December 5, 1974. Consequently, an Environmental Deviation is assumed to have occurred on these dates.

Designation of Apparent Cause of Deviation:

The comparison based on JTUs indicated that the Environmental Technical Specification settleable solids limit based on ppm may have been exceeded to a small degree. No definitive cause for the deviation has been identi fled.

Analysis of the Deviation Because of high river flows, the great amount of dilution, and the small amount that the effluent may have exceeded limits, no adverse effects to the environment are anticipated.

Corrective Action:

The plant procedure which is used to make daily comparisons between the sewage plant and settling basin effluents versus river quality, provides acceptabic criteria for the various effluents in terms of JTUs. It also cicarly directs that gravimetric sampics be ob-tained .1f the JTU values exceed an acceptable limi t. On December 4 and December 5,1974, such gravimetric samples were not obtained and ana-lyzed. Therefore, accurate determination of the quantitative level of

. suspended solids in ppm was not possible, due. to a deviation from a plant procedure. The individuals responsible- for implementing this procedure have been informed of the commi ttment to follow procedures.
