Special Report - Motor Driven Fire Pump was Out-of-Service for More than the Technical Specification Limit of Seven Days Peach Bottom Atomic Power Station Units 2 and 3

Dear Mr. Russell:
This Special Report is being submitted pursuant to the requirements of Peach Bottom Atomic Power Station Technical Specifications 3.14.A.2 and 6.9.2. Technical Specification 3.14.A.2 states:
"With one fire pump or logic inoperable, restore the equipment to an operable status within 7 days, or in lieu of any other report required by Specification 6.9.2, submit a Special Report to the Commission pursuant to Specification 6.9.3 (subsequently redesignated as 6.9.2) within 31 days outlining the cause of the malfunction and the plans for restoring the equipment to an operable status. Reactor startup and/or continued reactor operation is permissible."

Description of the Event:
On April 28, 1987 at 1100 hours0.0127 days <br />0.306 hours <br />0.00182 weeks <br />4.1855e-4 months <br /> with no fuel in the-Unit 2 reactor and Unit 3 in Cold shutdown, the E22 bus was de-energized to perform a series of outage related modifications and maintenance activities to this bus. These activities included primarily Appendix R modifications in addition to preventive maintenance, changing DC relay coils, calibrating existing
. relays, and trip testing relays. As a result, the motor-driven
-fire pump feed which is also connected to the E22 bus was de-energized.
Technical Specification 3.14.A.2 requires that if one of the two fire pumps is inoperable, it must be made operable within seven days or a special report must be submitted within 31 days.
The seven-day time limit concluded on May 5, 1987 at 1100 hours0.0127 days <br />0.306 hours <br />0.00182 weeks <br />4.1855e-4 months <br /> thus prompting the submittal of this Special Report. The E22 bus was returned to service on May 12, 1987 at 1500 hours0.0174 days <br />0.417 hours <br />0.00248 weeks <br />5.7075e-4 months <br />. The motor-driven fire pump was returned to service on May 15, 1987.
There are two vertical turbine-type fire pumps which supply fire suppression water to Units 2 and 3.- These pumps are located in the conowingo Pond intake structure in separate seismic Category I rooms. The lead pump is an electric motor-driven pump and-the 100 percent capacity backup pump is a diesel-engine driven pump. The diesel-engine driven pump is used for standby and loss of AC power. Power supplies and controls for.
each pump are independent.
Technical Specification 4.14.A.2 requires that with one fire pump inoperable, the remaining fire pump be proven operable immedlately'and at least every 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> thereafter until the inoperable pump is restored to operable status. The diesel-engine driven fire pump was proven operable in accordance with this specification while the motor-driven pump was inoperable.

The backup diesel-engine driven fire pump was proven . .
operable in accordance with the Technical Specification while the motor-driven pump was out-of-service. Each pump is capable of supplying water at the required pressure for the largest sprinkler flow in the plant, plus 1000 gpm for other fire 4 extinguishing devices. . Peach Bottom Unit 2 was in Refuel Mode 1
and Unit 3 was in Cold Shutdown during the duration of the pump
- 1 outage; therefore, it is unlikely that this condition would.have caused adverse safety consequences.
Cause of the Events The cause for not returning the fire pump to service within the seven-day limit as specified in the Technical Specification was that additional time beyond the seven-day limit
! was needed to complete the modifications and maintenance to the de-energized bus E22 and to the motor-driven fire pump breaker.
- j. Thus, the fire pump feed which is also connected to bus E22 remained de-energized. The decision to keep the fire pump out-of-service beyond the seven-day limit was reviewed by the i- Operations Superintendent prior to the expiration of the Technical Specification limit.
i Because both Units were shutdown, the E22 bus could
! remain out of' service for seven days. This resulted in the total E22 bus outage time being less than if several short E22 bus
- outages were taken.
l Corrective Actions:
The motor-driven fire pump was restored to service on May 15, 1987. Considering the more frequent testing performed on S
the diesel-driven fire pump and the need to de-energized the bus to perform scheduled maintenance and modifications, no action to prevent recurrence is warranted.
