Peach Bottom Atomic Power Station - Units 2 & 3 Special Report - Diesel Driven and Motor Driven Fire Pumps Out Of Service Concurrently And Diesel Driven Fire Pump Out of Service Greater Than Seven Days

Dear Sir:

Description of Occurrence On August 2, 1990, 2030 hours0.0235 days <br />0.564 hours <br />0.00336 weeks <br />7.72415e-4 months <br />. the Diesel Driven Fire Pump (DDFP) was declared inoperable during testing due to the engine overheating. This was-caused by silt and marine biotic life plugging a Y strainer in a cooling line.

The strainer was cleaned and the DDFP was retested on August 3, 1990, at 1815 hours0.021 days <br />0.504 hours <br />0.003 weeks <br />6.906075e-4 months <br />. Although testing was satisfactory, the DDFP was conservatively continued in " inoperable" status and investigation continued concerning the overheating problem. On August 6, 1990, the DDFP was:again tested and began

,to. overheat, therefore the DDFP still remained in the " inoperable" status.

On August 7. 1990, 0145 hours0.00168 days <br />0.0403 hours <br />2.397487e-4 weeks <br />5.51725e-5 months <br />, the E-2 Diesel Generator (DG) was administratively declared inoperable. Since the E-2 DG supplies backup power to' the Motor Driven Fire Pump (MDFP) in cases 'of loss of both offsite power-sources, the MDFP was considered to be inoperable per the Tech Spec definition of operability. The DG was still capable of supplying backup power to the MDFP, even though the maximum start time of the DG was exceeded by 3 seconds.

During the entire time and under the worst case scenario of loss of offsite power, MDFP could still have delivered full flow to the system, except that it could have possibly started 3 seconds later.

Page 2 Corrective Actions Taken The E-2 DG was returned to an operable status and the MDFP declared operable on August 7, 1990, 1430 hours0.0166 days <br />0.397 hours <br />0.00236 weeks <br />5.44115e-4 months <br />.

The Fire System was sampled at various locations and no evidence of marine biotic life (i.e., class) were found. It was concluded that the Fire System basket strainers effectively performed their design function in preventing the-passage of foreign material into the Fire System.

Plans for Restoring Equipment to an Operable Status The DDFP Bay will be cleaned to ensure sufficient class and other foreign materials are removed. It is expected that the DDFP Bay will be cleaned and the DDFP returned backed to an operable status by August 27, 1990.. To ensure future continued operability, appropriate procedural controls will be revised to ensure proper routine inspection and cleaning of the DDFP cooling water basket strainer.
