Dear Sir:
r-Description of Occurrence On August 2. 1990, 1 2 aours, the Diesel Driven Fire Pump (DDFP) was declared inoperable during testirg due to the eNine overheating.
This was caused by silt and marine biotic life plugging n Y-strainer in a cooU ng line.
The strainer wcs cleaned and the DDFP was retested on August 3,1992, et 1815 hours0.021 days <br />0.504 hours <br />0.003 weeks <br />6.906075e-4 months <br />. Although testing was satisfactory, the DOFP was conservatively continued in " inoperable" status and investigation continued concerning the overheating problem. On August 6, 1990, the DDFP was again tested and began to overheat, therefore the DDFP still remained in the " inoperable" status.
On August 7. 1990, 0145 hours0.00168 days <br />0.0403 hours <br />2.397487e-4 weeks <br />5.51725e-5 months <br />, the E-2 Diesel Generator (DG) was administratively declared inoperable. Since the E-2 DG supplies backup power to the Motor Driven Fire Pump (EFP) in cases of loss of both offsite power sources, the NDFP was considered to be inoperable per the Tech Spec definition of operabilitj, The DG was still capable of supplying backup power to the MDFP, even though the maximum start time of the DG was exceeded by.3 seconds.
During the entire time and under the worst case scenario of loss of offe,ite power, MFP could still have delivered full flow to the system, except th c it could have possibly started 3 seconds later.
