PHILADELPHIA ELECTRIC COMPANY 2301 MARKET STREET P.O. BOX 8699 I

PHILADELPHIA, PA.19101 (215)8414000 March 12, 1984 Docket Nos. 50-277 50-278 Dr. T. E. Murley, Administrator Region I Office of Inspection and Enforcement U.S. Nuclear Regulatory Commission 631 Park Avenue King of Prussia, PA 19406

Dear Dr. Murley:

Peach Bottom Technical Specification 3.14.B.4.b requires reporting of inoperable CO2 fire protection system in the Cable Spreading Room and Computer Room unless the system is restored to operable status within 14 days.

In accordance with this requirement, we are reporting that the CO2 Fire Protection System serving the Cable Spreading Room and Computer Room has been inoperable.since February 9,.

1984. A continuous firewatch has been posted in accordance with Technical Specification 3.14.B.4.a.

The system was'taken out of service'due to a personnel safety concern and a continuous fire watch was posted while the system remained inoperable. An undetermined problem caused the alarm horn . in the Cable Spreading Room to sound several times.

No. alarms sounded in the control room. There was.no initiation of the CO2 System, and the problem failed to repeat. Since the-cause of the problem was unknown, the potential for an inadvertent CO2 System initiation existed.

O' Dr . T. E. Murley Page 2 The investigation revealed a ground in one of the two cables f rom the smoke detector control panel to the CO2 System control panels. Both cables were replaced, successfully checked out, and the system is now available for service. Currently, the system is temporarily deactivated, with a continuous fire watch posted, to permit completion of other maintenance work in the cable spreading room. The system will be returned to service following completion of the maintenance work.

Very truly yours, W.T. Ullrich Superintendent Nuclear Generation Division cc: A. R. Blough Site Inspector
