Dear Sir:

Description of Occurrence On August 2, 1990, 2030 hours0.0235 days <br />0.564 hours <br />0.00336 weeks <br />7.72415e-4 months <br />, the Diesel Driven Fire Pump (DDFP) was

, declared inoperable during testing due to the engine overheating. This was -

I' caused by silt and marine biotic life plugging a Y strainer in a cooling line.

l The strainer was cleaned and the DDFP was retested on August 3, 1990, at 1815 l hours. Although testing was satisfactory, the DDFP was conservatively l continued in " inoperable" status and investigation continued concerning the '

overheating problem. On August 6, 1990, the DDFP was again tested and began to overheat, therefore the DDFP still remained in the " inoperable" status.

l OnAugust3,4,and21,1990,theE-2DieselGenerator(DG)was I inoperable. Since the E-2 DG supplies backup power to the Motor Driven Fire l

Pump (MDFP) in cases of loss of both offsite power sources, the MDFP was ,

i. considered to be inoperable per the Technical Specification definition of I operability.

4 Document Control Desk Page 2 Corrective Actions Taken Concerning the August 3 and 4 events, the E-2 DG was inoperable for less than two minutes and returned to an operable status when the 2B battery voltage returned to greater than 123.5 VDC. For the August 21 event, the E-2 DG was declared inoperable at 1100 hours0.0127 days <br />0.306 hours <br />0.00182 weeks <br />4.1855e-4 months <br /> and returned to operability at 1420 hours0.0164 days <br />0.394 hours <br />0.00235 weeks <br />5.4031e-4 months <br /> following maintenance work on the 28 battery charger. The MDFP became operable upon return of the E-2 DG to an operable status.

Plans for Restoring Eauipment to an Operable Status The DDFP Bay is being cleaned to ensure sufficient clams and other foreign materials are removed, it is expected that the DDfP Bay will be cleaned and the DDfP returned backed to an operable status by August 29, 1990. To ensure future continued operability, appropriate procedural controls will be revised to ensure proper routine inspection and cleaning of the DDfP cooling water basket strainer.
