'REPORTABt.E OCCURRENCE - Both Fire Pumps Out Of Service At Peach Bottom Atomic Power Station'

~ Re fe rence : Docket No. 5-277/278 Peach Bottom Units 2 and 3 Technical Specifications 3.14.A.3 b Identification of occurrence:
The diesel driven fire pump was taken out of service for maintenance at'10:30 PM on March I, 1988. At 9:04 PM on March 2, 1988, the-motor. driven fire pump-became inoperable when the E-224 breaker tripped.
At this time;.both fire pumps were inoperable. The Technical Specifications require that if both fire pumps are inoperable, the NRC must be notified by telephone and-in writing.
Conditions Prior to Occurrence:

. Unit 2 cold shutdown
. Unit 3 refuel Apparent Cause of Occurrence:
' The breaker feeding the motor driven fire pump, E-224 breaker, tripped as a result of the failure of the E-22 bus undervoltage relay.

LCorrective Action:
At-19:34 PM,'the breaker automatically-reclosed. Due to the suspected..
unreliability of'the E-22 bus, temporary jumpers were installed at 5:03/AM to supply the E-224 load center from the E-424 load center. Both fire pumps were out-:of service' for 30 minutes.
Previous Occurrence:
On June 29, 1984,.both fire pumps were inoperable due to a fire header break in the' Turbine Building. On July 31, 1987, both fire pumps were inoperable due to repairs that were being made to the fire header.
