REPORTABLE OCCURRENCE - Both Fire Pumps Out Of Service At Peach Bottom Atomic Power Station Gentlemen:

At 7:04 PM on March 2, 1988, the motor driven fire pump became inoperable when the E-224 breaker tripped.
Due to the suspected unreliability of the E-22 bus, temporary jumpers were installed to supply the E-224 load center from the E-424 load center. The motor driven fire pump was returned to service with the temporary jumpers installed.
On March 4, 1988, at 2:25 PM a block was removed from the diesel driven fire pump. At 1:25 PM on March 5, 1988, the motor driven fire pump was blocked out of service for maintenance. After this block was applied operations noticed that the level in the diesel driven fire pump under-F ground storage tank was below the 300 gallon level (Tech Spec 4.14.1.E.1).
As a result of this, the diesel driven fire pump was declared inoperable on March 5, 1988, at 3:00 PM.
At this point in time, operations declared both fire pumps inoperable.
Conditions Prior to Occurrence:
-Unit 2 cold shutdown Unit 3 Refuel, core offloaded Apparent Cause of Occurence:
After removing the block from the diesci driven fire pump, the level in the underground storage tank went from 378 gallons to 290 gallons due to oil being transferred from the storage tank to the day tank.

Corrective Action:
At 4:0 PM on March 5, 1988,-diesel fuel was added to the storage tank to bring the level above t!.e 300 gallon limit.
Previous Occurrence:
Both fira pumps were inoperable on the following dates: June 29, 1984; July 31, 1987 and March 2, 1988.
