Dear Mr. Stello:

Y p' N f )

Subject:

Environmental Deviation The following deviation was reported .to Mr. ; Walt Baunack, Office of Inspection and Enforcement, Region 1, United States ' i Nuclear Regulatory Commission on September 15, 1976

Reference:

License Number DPR-44/56

' ' Environmental Technf cal Specification: 2.2.2 L Report No.: 50 277/278-76-36 Report Date: September 24, 1976 Deviation Date: September 15, 1976 Facility: Peach Bottom Atomic Power Station Units 2 & 3, R.D. 1, Delta, Pa. 19314 Identification of Deviation:

i The pH for the sewage plant effluent exceeded the Environ-mental Technical Specification limit.

,, Conditions Prior to Deviation:

i Sewage plant operating normally. 1-I Descriptien of Deviation:

A grab sample from the sewage plant effluent measured'a pH of 5.8. Two verification samples also measured 5.8. The Technical Specification limit is that pH shall be within the range of 6.0 to 9.0 8401100055 760924 / 1 PDR ADOCK 05000277 -

Designation of Apparent Cause of Deviation: ,

l A commercial cleaning solution containing about 307. hydro- !'

chloric acid was used in the wash room to remove stains. This i

cleaning solution was flushed to the sewage plant and reduced the pH of the whole system.

Analysis of Deviation:

The duration of this deviation was less than 4 hours4.62963e-5 days
0.00111 hours
6.613757e-6 weeks
1.522e-6 months
. Because the sewage plant effluent is diluted by a factor of about 100,000 with circulation water flow, the effect on the circulating water and the environment was minimal.

Corrective Action:

The sewage plant was neutralized and instructions were issued not to use the cleaning solution containing the hydrochloric acid without prior approval of the plant chemist.

Failure Data:

None.

Very truly yours,

! J-l} G M. J y ooney s Supe'rintendent Generation Division - Nuclear I
