TELEPHONE CONVERSATIONS BETWEEN NRC AND GULF STATE UTILITIES CONCERNING CLARIFICATION OF PROPOSED LICENSE AMENDMENT ON TDI EMERGENCY DIESEL GENERATORS (EDGs) 0F MAY 11 AND 12, 1987 On August 4, 1986 the River Bend licensee (GSU) proposed an amendment to their Operating License No. NPF-47, concerning their TDI EDGs. On August 15 and September 26, 1986, GSU amended their August 4 application.

On April 1,1987, the staff provided the licensee with su)plemental information, by letter, clarifying the staff's generic resolution on t1e TDI EDGs, NUREG-1216.

On May 11, 1987, the staff and licensee representatives had a telephone conver-sation to review the proposed license amendment. A second telephone conversa-tion was held on May 12, 1987 on this same topic. The results of these conver-sations were:

(1) The staff recommends that the licensee redraft the proposed amendment to Attachment 3 of NPF-47 using the phraseology contained in the sample license condition in NUREG-1216 as modified by the staff letter to the licensee of April 1, 1987, and the following additional clarification, namely that the specified inspection in the third clause of item 3, " Crankshafts" on Page B-2 of NUREG-1216, shall be a liquid penetrant inspection. Any indications found should be i evaluated with eddy current (EC) measurements, as appropriate. l (2) The proposed language of the licensee's amendment to Attachment 3 is not consistent with NUREG-1216 as modified by the staff letter of I April 1, 1987 in several areas including:

- The third clause of Item 2 of Attachment 3 to NPF-47 currently reads "SD1A and 18: Duringeachmajorengineoverhaul, inspect the fillets and oil holes..." The appropriate language for this CONTACT:

The licensee's proposal.for this same third. clause of Item-2 of Attachment 3 to NPF-47 omitted inspection requirements for the fillets and oil holes of the three most heavily loaded crankpin.

- Item 5 of the licensee's proposed revision to Attachment 3 to NPF-47 does not conform to the language of the third clause of Item 5 on.

(4) The staff reiterates that the licensee must fully implement all of the Phase I and II recommendations developed by the Owners Group including the Maintenance and Surveillance Plan contained in Appendix II, Revision 2 of the DR/QR report for RBS. .The Owners Group recom-mendationsaresubjecttocertainmodifications'andadditional requirements as specified in the staff's generic SER (i.e.,

NUREG-1216). The overall program shall be fully implemented prior to restart from the first refueling outage. -Records of conformance to each of the Owners Group recommendations and the modified and/or aTditional requirements specified in NUREG-1216 shall be maintaned in auditable form.
