V0GTLE ELECTRIC GENERATING PLANT - UNIT 2 NRC NOTICE OF VIOLATION 89-37-01 AND GPC RESPONSE j

" ANSI N45.2.4 - 1972, paragraph 2.5.2, endorsed by Regulatory Guide 1.30,  ;

requires that evaluation be performed to validate previous usage of measuring and test equipment found to be out of calibration, lost, or stolen.

Contrary to the above, a backlog of 158 validation evaluations for out of  :

calibration measuring equipment was identified. The backlog dated from 1986 to  !

1939. j 1his is a Severity Level IV violation (Supplement I)."

RESPONSE TO VIOLATION 50-425/89-37-01 ,

5 Admission or Denial of the Violation: j The violation occurred as stated.

Reason for the Violation:

Administrative procedures covering the control of measuring ed test equipment (M&TE) did not adequately require timely evaluation of such eqdpment when found out of calibration, lost, or stolen.

Corrective Steos Which Have Been Taken And Results AchievrA;.

1. Administrative Procedure 00208-C has been revised to incorporate time limits (90 days) associated with the evaluation of M&TE found out of calibration, l lost, or stolen.

L l 2. The backlog of validation evaluations identified as of November 3,1989 which are outside the time limits of Item I have been evaluated fnr potential effects on safety related activities and areas of concern have -

l either been completely resolved or determined not to require imn.ediate action. All remaining overdue evaluations identified as of November 3,1989 will be investigated and completely dispositioned by February 27, 1990.

Corrective Steos Which Will Be Taken To Avoid Further Violations:

The corrective actions which have been taken are adequate to minimit.e the potential for reoccurrence. No further corrective actions are necessary.

Date When Full Como11ance Will Be Achieved:

Full compliance with corrective action #1 was achieved with the revision of Procedure 00208-C.

Full compliance with the corrective action #2 will be achieved by 2/27/90. '
