NRC Bulletin No. 88-10, "Non-Conforming Molded-Case. Circuit Breakers", was issued on November 22, 1988 to all holders of operating licenses or construction permits ' for nuclear power reactors. The purpose of this bulletin was to request that ' addressees take actions to provide reasonable assurance that molded-case circuit breakers (MCCBs) purchased for use in safety-related (Class 1E)' applications without verifiable traceability to the circuit breaker manufacturer will. perform their safety function. To accomplish this stated objective, as outlined in NRC Bulletin 88-10, Georgia Power Company (GPC) has identified seven hundred and fifty-nine (759) molded case circuit breakers being maintained as safety-related spares in the Yogtle Unit 1 warehouse, as of December 5,'1988. Due to.the large number of breakers being held as spares, the sample size was selected to include one breaker from each warehouse. stock number. For purposes of this discussion a stock number is a collection of breakers stored in the warehouse which are of the same model and the same manufacturer. The sample of breakers chosen for review was structured to envelope at least one breaker from each of the thirty-three purchase orders (and, as a consequence, at least one breaker from each supplier) represented in active warehouse stock. This criterion, along with a requirement that each stock number would be sampled, yielded a total sample size of sixty breakers.

Traceable documentation to the circuit breaker manufacturer (CBM) was verified k for fifty-one of the sixty sampled breakers. Five of the remaining sampled breakers, supplied with the original plant equipment, had been removed from the equipment and placed into warehouse stock. For these traceability was

. verified to the original plant equipment supplier. As noted in NRCB 88-10, MCCBs procured as part of original plant construction are not believed to be subject to the concerns specified in the Bulletin. The remaining four sampled breakers, which represents sixteen circuit breakers, were traced to their I supplier, Transamerica Delaval (TDI). TDI offered to perform the required review of traceability to the CBM, but quoted a fee for that service that totalled an amount in excess of twice the replacement value of the breakers, pl 8904040336 890331 9 I i

These breakers have been removed from the active inventory and will be replaced with new breakers with verifiable traceability to the manufacturer. Since spare safety related breakers were procured only from vendors having 10 CFR 50 Appendix B or equivalent QA programs that had been reviewed, audited, and approved in accordance with GPC's Qualified Supplier List program, it is GPC's position that no additional audits are necessary to verify traceability.

GPC has thus provided reasonable assurance that the subject breakers will perform their saf aty function, and therefore, the objective of the Bulletin has been met for Vogtle Unit 1. Documentation of traceability is available on site and will be retained as required by the Bulletin.
