--Georgia Power - Company (GPC) hereby submits the enclosed revised response to -

NRC-Inspection' Report 50-424/88-56 which concerns the inspection conducted by Mr. John Rogge' of the NRC Region II staff on October 29 - December 16, 1988.

This revised response is submitted as a result of discussions ' between Mr. R.

M. Bellamy of GPC and J. F. Rogge of the. NRC on February .16, 1989. This revised' response ' supersedes the response ' to that violation in our letter ELV-00242 dated February 10, 1989.

In the enclosure, a transcription of the NRC-violation precedes GPC's revised response.

NRC NOTICE-0F VIOLATION 88-56-01 AND REVISED GPC' RESPONSE-

" Technical Specification 6.7.1.a requires that written procedures be established, implemented and maintained covering activities delineated in Appendix A of Regulatory Guide 1.33, Revision 2, February 1978. Operations

-Procedure 14900-1 directs the individual conducting the containment exit inspection to verify debris such as rags, clothing, trash, tools, etc., are i not . present in the containment building which could be transported to the containment sump and cause restriction of emergency core cooling system subsystem pump suction during LOCA conditions.

Contrary to the above, on November 21 following an NRC walkdown of all levels of the containment building the inspector identified that Operations Procedure 14900-1 acceptance criteria was not met in that paper towels, earplugs, excessive amounts of anti-contamination clothing and trash remained in containment which could be transported to the containment sump and cause restriction of emergency core cooling system subsystem pump suction during LOCA conditions.

This is a Severity Level IV violation (Supplement 1)."

RESPONSE TO VIOLATION 50-424/88-56-01 Admission or Denial of Alleged Violation:

The violation occurred as stated.

Reason for the Violation:

On November 19, 1988, prior to entry of Unit 1 into HOT SHUTDOWN (MODE 4),

Procedure 14900-1, " Containment Exit Inspection", was performed. The report resulting from that inspection listed several comments to be resolved. Some of the comments were resolved by cleanup or removal of material prior to MODE 4 entry. Others were dispositioned as requiring removal of material prior to MODE 3.

The comments listed in the November 19, 1988, containment exit inspection report did not receive an adequate technical review. The items should have been removed or adequate justification provided for deferring them to MODE 4.

Additionally, other items were not identified on the inspection report which should have been included.

Corrective Steps Which Have Been Taken and the Results Achieved:

On November 21, 1988 the Operations Manager, the Outage and Planning Manager.

and three Outage Area Supervisors conducted a detailed walkdown inspection of all areas of the Containment Building using the inspection guidelines of Procedure 14900-1. Their inspection report was compared with the report from the November 19, 1988 inspection. The items identified were removed from the Containment Building.

i NRC NOTICE OF VIOLATION!88-56-01 AND REVISED GPC RESPONSE Corrective Steps Which Will Be Taken to Prevent Recurrence of this Violation The following corrective actions will prevent recurrence:

1. We have upgraded performance of our post refueling outage Containment inspection and evaluation. This includes a special management review prior to MODE 4 entry, for the Unit 1 forced outage during January,1989 and the upcoming Unit 2 MODE 4 entry.
2. For Containment entries made at power, workers entering the Containment Building will be briefed on the need for and importance of not leaving loose debris in the Containment. This will be done during the ALARA pre-briefings.
3. Health Physics personnel assigned during Containment entries at power will be tasked with ensuring that procedural requirements associated with material controls are met.
4. Operations and Health Physics personnel will be briefed on this notice of violation and our response.

Date When Full Compliance Will be Achieved:

Full compliance was achieved on November 21, 1988 upon removal of the identified items from Unit 1 Containment Building.
