SUMMARY

REPORT OF STARTUP TEST PROGRAM Gentlemen:

Section 6.8.1.1 of the Vogtle Electric Generating Plant Unit 1 Technical Specifications requires Georgia Power Company (GPC) to submit a supplement to the summary report of plant startup and power escalation testing every three months until completion of the test program.

The initial summary report was submitted on August 31, 1987 with supplemental reports submitted on November 30, 1987, February 29, 1988, May 23, 1988, August 29, 1988, and November 30, 1988. Enclosed is the sixth and final supplement to the summary report. This supplement addresses the remaining startup tests that were incomplete as of our last submittal.

SUMMARY

REPORT OF STARTUP TEST PROGRAM This sixth supplement to the initial startup report addresses the remaining startup tests that were incomplete at the time of submittal of the original startup report and five supplements.

These tests are identified according to the section numbering scheme used in the original report. The test number is provided in parentheses.

7.6.6 Process and Effluent Radiation Monitoring System Test (1-6SD-01)

In the fifth supplement to the startup report a commitment was made that testing of the four radiation monitors outstanding will be completed or dispositioned by February 1, 1989. Radiation monitors (ARE-2533A, ARE-2533B, and ARE-2565A) have been repaired and successfully tested.

The remaining PERMS test requires a gaseous airborne release at full power to complete testing of ARE-0014. This test will not be performed since the anticipated normal discharge activities will be below the detector limits of ARE-0014. In addition, the tank storage capacity of the gaseous waste system is such that, given the half-lives of the gases to be released, gases produced as part of normal plant operations can be adequately stored without radioactive releases throughout a multi-year period. In addition, it would be against good ALARA practice to deliberately release a high activity tank for the purpose of testing the monitor.

A change to the Initial Startup Test Program, described in Chapter 14 of the FSAR, excluding ARE-0014 from the requirements of the acceptance criteria of test abstract 14.2.8.2.28.D.3 was submitted per letter ELV-00153 dated January 13, 1989, in accordance with License Condition 2.C.(3).

5.9 Proteus Computer Operational Test (1-5RJ-01)

In the fifth supplement to the startup report a problem with the graphics portion of the software was reported. Unit 2 Graphics Test (2-3RJ-01) was successfully completed. The Unit 2 software patches have been installed on Unit 1. All of the inconsistencies found during the graphics test, performed on Unit 1 during the refueling outage, have been resolved except for a reactor quadrant numbering inconsistency. Since quadrant numbering is purely a con-vention, the results of the graphics test were considered satisfactory. Due to the successful completion of the Unit 2 Graphics Test, and subsequent installation of the Unit 2 software patches on Unit 1, the Proteus Computer Test-(1-5RJ-01) is now completed.

Based on the above, the Initial Startup Test Program for Vogtle Unit 1 is now complete in accordance with Technical Specification 6.8.1.1 and no additional supplements are required.
