-0F STARTUP-TEST PROGRAM Gentlemen:

Section 6.8.1.1 of the Yogtle Electric Generating Plant Unit 1 Technical Specifications requires Georgia Power Company (GPC) to submit a supplement to the summary report of plant startup and power escalation testing every three months until completion of the test program.

The initial summary report was submitted on August 31, 1987 with supplemental reports submitted on November 30, 1987 February 29,1988, May 23, 1988 and August 29, 1988. Enclosed is the fif th supplement to the summary report. This supplement addresses the remaining startup tests th6t were incomplete as of our last submittal.

, ...v ENCLOSURE PLANT V0GTLE - UNIT 1 NRC DOCKET 50-424 OPERATING LICENSE NPF-68 FIFTH SUPPLEMENT TO SUtNARY REPORT OF STARTUP 7EST PROGRAM This fifth supplement to the initial startup report addresses the remaining startup tests that were inconplete at the time of subnittal of the original startup report and four supplements.

These tests are identified according to the section numbering schene used in the original report. The test number is provided in parentheses.

7.6.6 Process and Effluent Radiation Monitoring Systen Test (1-6SD-01)

The Process and Effluent Radiation Monitoring Systen (PERMS) Test, FSAR Section 14.2.8.7.28, renains to be conaleted. Testing of the four radiation nonitors outstanding as of tie last supplement to the startup report will be completed or dispositioned by February 1, 1989.

5.9 Proteus Computer Operational Test (1-5RJ-01)

Software patches were written by Westinghouse to correct the problens previously identified in 1-5RJ-01 (Graphics). The test was corpleted during the October, 1988 refueling outage. The test identified that certain of the graphics display information such as valve position and alarn condition was not reliably displayed. This infernation is available from the computer in other fornats including nunerical displays and the alarn printer. Because of this redundancy, continued operatto'1 with this deficient condition is acceptable. Operations has been notified of these problems and will not rely upon the graphics displays until they are corrected. Westinghouse is currently investigating the cause of the failure. A fix is expected to be available in March 1989 and will be installed during a planned conputer outage when plant conditions permit.
