r Mr. James P. O'Reilly LER No.82-041 Page Two December 9,1982 DETAILED DESCRIPTION OF EVENT On November 9, 1982, with the Plant in Mode 2, Surveillance Test Procedure (STP) 360.032 was performed unsatisf actorily on Radiation Monitor RM-Al (Control Room Isolation).

The gaseous rate meter was found to be out of tolerance at one test point (the 10,000 cpm input signal) during the gaseous channel calibration check.

This monitor is required to be operational per Technical Specification 3 3.3.1, Table 3.3-6.

PROBABLE CONSEQUENCES RM-Al actuates the emergency mode of Control Room ventilation upon 300 cpm radiation detection.

The gaseous channel check was in calibration at every test point except the 10,000 cpm test input signal.

Since the monitor was only out of calibration at a point in the upper range of its scale, the monitor would have performed its intended function at the 300 cpm actuation setpoint.

Also, the ventilation system was placed in the emergency mode of operation as required by Technical Specifications.

CAUSE(S) 0F THE OCCURRENCE The cause of the occurrence is due to instrument drif t.

IMMEDIATE CORRECTIVE ACTIONS TAKEN The Control Room Ventilation System was placed in the emergency mode of operation as required by the Technical Specification Action Statement.

The monitor was recalibrated per STP-360.032 and returned to service on November 9,1982.

The monitor was out of service for approximately seven (7) hours.

ACTION TAKEN TO PREVENT RECURRENCE The Licensee plans no further action except the normal required surveillance testing.
