Technical Specifications Change Request - RTD Bypass Elimination Gentlemen:
As requested on January 4. 1990, attached is additional information on the South Carolina Electric & Gas Company (SCE&G) Technical Specifications change request for RTD Bypass Elimination. Specifically, this proposed amendment supportr a plant modification to replace the existing resistance temperature detecto, (RTD) bypass manifold system with fast response RTDs located in the reactor coolant hot and cold leg piping. SCE&G is proposing this change to eliminate the operating obstacles associated with the bypass system such as leakage-through valves and flanges and radiation exposure during reactor building maintenance.
c The original Technical Specifications change request, submitted July 21, 1989 contains the Westinghouse Letter, " Application for Withholding Proprietary Information from Public Disclosure"-(CAW-89-065) and Affidavit CAW-88-131. These documents are required because the change request includes WCAP-12189 which involves information proprietary to Westinghouse Corporation. contains SCE&G's response to specific questions concerning the

Technical Specifications change request. Because Attachment 1 contains detailed information pertaining to WCAP-12189, SCE&G requests the NRC to treat the-attached response as part of the original submittal and, as such, to withhold from public disclosure that information which is proprietary to Westinghouse. contains three marked-up Technical Specifications pages which were not included in the original submittal. These marked-up pages are referenced in response to the questions in Attachment 1.
The changes to these three pages are administrative in nature and are bounded by the Safety Evaluation and the No Significant Hazards Consideration contained in the original change request. Please incorporate these pages into the Virgil C.
