Dear Mr. Taylor:

J Enclosed is a copy of the Environmental Assessment and Finding of No Significant impact related to your application for an exemption from the requirements of Title 10 of the Code of j Federal Regulations, Part 50, Section 50.60(a) for the V. C. Summer Nuclear Station. The -

application for exemption was contained in your submittal dated August 19,1999, for the approval of the methodology contained in the American Society of Mechanical Engineers Code Case N-640 (as an alternate reference fracture toughness for reactor vessel materials for use in determining the pressure-temperature limits). During its review cf your submittal, the staff determined that no exemption for reduced flange temperature requirements will be granted. This is a generic issue and will be handled as such.

The environmental assessment has been forwarded to the Office of the Federal Register for publication.
