J Enclosed is a copy of the Environmental Assessment and Finding of No Significant impact related to your application for an exemption from the requirements of Title 10 of the Code of j

Federal Regulations, Part 50, Section 50.60(a) for the V. C. Summer Nuclear Station. The application for exemption was contained in your submittal dated August 19,1999, for the approval of the methodology contained in the American Society of Mechanical Engineers Code Case N-640 (as an alternate reference fracture toughness for reactor vessel materials for use in determining the pressure-temperature limits). During its review cf your submittal, the staff determined that no exemption for reduced flange temperature requirements will be granted. This is a generic issue and will be handled as such.

The environmental assessment has been forwarded to the Office of the Federal Register for publication.
