Please find attached Licensee Event Report #82-008 for Virgil C. Summer Nuclear Station.

This Thirty Day Report is required by Technical Specification 6.9 1.13(c) as a result of not meeting the surveillance requirements of Technical Specification 4.7.5, " Ultimate Heat Sink" on September 19, 1982.

O'Reilly LER No.82-008 Page Three October 26, 1982 DETAILED DESCRIPTION OF EVENT In accordance with Technical Specification 4.7.5, the Service Water Pond level indication is required to be verified at least once per 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> for Modes 1, 2,

3, and 4.

General Test Procedure (GTP) 701, " Surveillance Test Master," assigns this responsibility to the Operator Logs to verify and document the Service Water Pond level.

The readings were neglected for the period of September 22, 1982, through September 29, 1982.

The Plant was in Mode 4 during this entire period.

PROBABLE CONSEQUENCES OF THE EVENT The pond level was never below the Technical Specification limit as verified by Monticello Lake level readings obtained from the Fairfield Pumped Storage Facility for the subject time period.

Also, the plant had no inventory of decay heat to be removed.

Therefore, there were no adverse consequences resulting from the event.

CAUSE(S) OF THE OCCURRENCE The Operator Logs were recently revised.

In the revision process, the Service Water Pond level entry was omitted by personnel error.

IMMEDIATE CORRECTIVE ACTION

Monticello Lake level readings were obtained from the Fairfield Pumped Storage Facility Control Room for the time of negligence in order to document that the lake level was within the Virgil C.

Summer Nuclear Station Technical Specification limits for Service Water Pond level.

(Monticello Lake surrounds the Service Water Pond on three sides.

Because of a 36" connecting pipe, both bodies of water remain at approximately the same level.)

This assures with a high degree of confidence that the Service Water Pond level was within Technical Specification limit for the period of September 22, 1982 through September 29, 1982.

ACTION TAKEN TO PREVENT RECURRENCE The Operator Logs were revised to include the Service Water Pond level requirements.

Also, on September 30, 1982, the log sheets were compared to GTP-701 in order to verify that all assigned surveillance were included on the logs.

No discrepancies or omissions were discovered.
