In compliance with 10CFR50.54(q), South Carolina Electric & Gas Company (SCE&G), acting for itself and as agent for South Carolina Public Service Authority, submits one copy of Revision 26 to the Radiation Emergency Plan.
The Radiation Emergency Plan is provided in its entirety for insertion into your binder. That portion which was not revised was retyped and is included in this package.
A summary of the changes by page number is enclosed.
Please note two of the changes: Table 4-1 was revised in format and Detection Method wording. Some of the Detection Methods were expanded or changed to provide more definitive information to aid emergency response personnel in classifying emergencies.
Table 5-1 was revised because some personnel filling the Core Expertise position cannot respond to the plant in thirty (30) minutes. To properly meet the Core Expertise requirements, the Shift Engineer will assume those responsibilities until the duty Core Expertise individual arrives.
The changes in Revision 26 were reviewed in accordance with 10CFR50.54(q) and were found not to decrease the effectiveness of the Radiation Emergency Plan.

The Shift Engineer function is manned on a continuous basis and will provide coverage for the Core Expertise responsibilities until the duty Core Expertise individual arrives (normally 45 minutes from the time of being summoned).
The Shift Engineers receive training on mitigating core damage and monitoring of critical functions status during their continuing training programs and are qualified to perform the function of Core Expertise.
The initial offsite dose assessment should be performed by a member of the TSC staff-responsible for radiological protection and having monitoring personnel on hand to perform out-of-plant measurements.
Therefore, the Associate Manager, Health Physics is assigned this function.
