SERVICE WATER POND DAM SAFETY INSPECTION - VIRGIL C. SUMMER NUCLEAR STATION Dear Mr. Taylori A team from the Federal Energy Regulatory Commission (FERC) and the U.S. Nuc! ear Regulatory Commission (NRC) will conduct a Category l Service Water Pond (SWP) Dam inspection at the Virgil C. Summer Nuclear Station (VCSNS) on June 10,1999. Mr. Jim Proper of your staff agreed to this date on April 28,1999. The purpose of this routine inspection is to confirm that these structures conform with design documents and are capable of performing their design functions. Team members will include Mr. Daniel Rom of the NRC's Office of Nuclear Material Safety and Safeguards, and Mr. Dick Ross from FERC. Mr. Ron Spath from FERC might also participate in the inspection.

We conducted our previous Category l SWP Dam inspection at VCSNS on Fobruary 27,1997.

Our December 3,1998, letter requested that you provide attematives in lieu of conducting lead-line surveys'on the discharge channel or along the SWP pumphouse discharge pipe alignment.

The proposed attematives were to confirm that these structures are free from gross erosion or other effects that could impair their stability. We requested your written response within 180 days of the date of the letter. We held a February 16,1999, conference call to discuss the need for alternatives, but did not resolve this issue. We plan to resolve this issue during the June 10,1999, inspection. Accordingly, we no longer need your 180-day written response.

Instead, we will document the agreements in our new dam audit report. Please contact me at (301) 415-1423 if you have any questions.
