Virgil C. Summer Nuclear Station Docket No. 50/395 Operating License No. NPF-12 Withdrawal of ISI Valve Test Relief Request Gentlemen:
South Carolina Electric & Gas Company (SCE&G), in a letter dated March 21, 1990, submitted a request for relief from testing Residual Heat Removal containment isolation valves XVG 08701 A/B at the frequency specified in the ASME Section XI Code. SCE&G requested this relief based on the equivalency of leak test procedures and requirements for containment isolation valves found in Appendix J of 10CFR50 to the corresponding requirements in Section XI of the ASME Code.
SCE&G has decided to formally withdraw the relief request based on the results of preliminary reviews at the Nuclear Regulatory Commission. SCE&G would, however, like to arrange a meeting with members of the Staff to discuss South Carolina Electric & Gas Company's interpretation of the testing requirements delineated in 10CFR50, Appendix J.
SCE&G will contact the Virgil C. Summer Nuclear Station Project Manager to schedule this meeting after completion of Refueling Outage V.
