. Proposed New Location of the Emergency Operations Facility (EOF)

Gentlemen:

South Carolina Electric & Gas Company (SCE&G) is in the process of designing a new Emergency Operations Facility (E0F). The Joint Information Center (JIC) will be located with the new EOF.

(The present Back-up Media Center will become the new JIC.)

The location of the new facility will be at the SCE&G Corporate Headquarters, the Palmetto Center in Columbia, South Carolina.

This site is approximately 25 air miles from the Virgil C. Summer Nuclear Station (VCSNS).

In accordance with NUREG-0696 and HUREG 0737, Supplement 1, SCE&G requests specific NRC approval by June 1, 1990, to locate this facility beyond-the 20 mile limit from VCSNS. Attachment I is a map showing.the new EOF location and the VCSNS.

The design of the new facility will meet all applicable portions of NUREG-1 0696 and NUREG-0737, Supplement 1. 1 provides'a comparison of the present E0F and the new EOF relative to the design features.for habitability and data availability. As discussed with the Staff during a meeting at NRR on February 1, 1990, communications is one of the key elements in an effective emergency planning organization. The new E0F will have the same communications capability as the present E0F with the following improvements:

(1). Additional radio equipment for offsite environmental team l

communication with the E0F; (2) Additional telephones to assist Technical e

Support personnel; and (3) Additional computer hardware for. dose projections and plant parameter information.

As stated previously, the new E0F is 25 air miles from VCSNS. -The direct driving distance from VCSNS is 30 miles. During the daytime, under normal weather and traffic conditions, the exact driving time from VCSNS to the new E0F is 37 minutes. Under adverse weather conditions, the estimated driving time is 50 minutes (based on reducing driving speed to 75 percent of that during normal conditions). The mode of personnel transport to be used by SCE&G personnel to travel to the EOF will be by automobile.

important element of the emergency planning program.

Emergency response personnel shall report to the EOF to achieve full functional operation within one hour. The Table on Attachment III provides estimated response times to' the new EOF and the present EOF.

In addition, this table presents the driving distance from each individual's residence to the E0F's. The new location will enhance timely activation of the E0F. During off normal hours (which represents 75% of the overeP tin),theresponsetimesareshorter with the new E0F versus the present Eur.

We have conducted discussions with the State of South Carolina and the four I

(4) local county governments on the relocation of the E0F. Based on the State and local emergency plans and emergency. exercises, the State and local county emergency response personnel will report to their respective Emergency OperationsCenter(EOC). Space is provided in the EOF for State and local personnel, if required. Attachment IV is a letter from the State of South Carolina and local governments indicating concurrence with the location of the new EOF.

The completion date for the new E0F is March 1, 1991. The new facility will be tested in a full scale exercise with state and local participation in July 1991. Once satisfactorily tested, the EOF would be officially implemented in September 1991. Attachment V is the schedule for the'new E0F relocation.

'The advantages of relocating the EOF to the SCE&G Corporate Headquarters in Columbia, South Carolina, are as follows:

1.

The State of South Carolina and the four (4) local. governments are supportive of the move. This will improve-the relationship between SCE&G and the offsite authorities.

2.

The new EOF is more centrally located to the State Emergency Operations Center and the County Emergency Operations Centers.

3.

The response times to the new EOF by offsite emergency response i

personnel will be improved. During non-working hours, such as nights, weekends and holidays, response times to the new EOF are shorter which will provide E0F actuation in a shorter period of time.

4.

Increased working space is provided for the offsite emergency organization and NRC nersonnel. As discussed with the Staff, space is still available for NRC response personnel at the original EOF location, if desired.

5.

The new JIC would improve overall media response for the utility, State, local and' federal public information personnel by the availability of more working space and a larger media briefing area.

In addition, the JIC will be located on the same floor in the Palmetto Center as-the E0F which will provide the Company spokesperson easy access to both the JIC l

and EOF.
