, Gentlemen:

, 1 l South Carolina Electric & Gas Company (SCE&G) offers the following in response to NRC requests for further justification for relocating the Emergency Operations facility (EOF) to the SCE&G Corporate Headquarters in i Columbia, South Carolina:

Because of the close proximity of the Joint Information Center (JIC) to the plant (2.5 air miles), the News Media personnel would have to be evacuated to the backup JIC at SCELG's Corporate Headquarters if a nuclear emergency occurred in which there was either potential or actual threat of a radiation release involving the Primary JIC. Evacuating News Medic personnel to the Backup JIC would create a serious manpower strain on SCE&G's emergency response effort.

l The EOF Emergency Control Officer is the Company spokesman when briefing the news media of the status of a nuclear emergency: this is because of his L unique qualifications. The EOF Emergency Control Officer is someone who is knowledgeable of plant operations, trained in Emergency Planning, is l

authorized to speak for the Company, and would be current on plant status during a nuclear emergency.

The EOF Emergency Control Officer also coordinates offsite activity in support of the en,ergency response to nuclear emergencies. Because of the EOF-Emergency Control Officer's dual function it would be very difficult for this individual to fulfill both functions if the JIC were located 25 miles from the plant at the Corporate Headquarters.

By locating the EOF and JIC at the Corporate Headquarters there would be no need for a backup EOF or JIC. The EOF Emergency Control Officer could continue to serve both functions as offsite emergency response coordinator and Company spokesman.

. Page 2 of 2 in the 1987 and again in the 1989 Federal Emergency Management Agency Rao!ation Emergency Exercise Reports, it was recommended that the JIC be reloceted to the SCE&G Corporate Headquarters. l l

As previously stated in the April 18, 1990, letter to the Document Control  ;

Desk, the new EOF will meet all applicable portions of NUREG-0696 and NUREG- l 0737, Supplement 1. The Emergency Control Officer's ability to coordinate offsite response would not be degraded, and it is SCE&G's opinion that the  ;

overall emergency response capability would be enhanced because of not having to contend with JIC and/c,r EOF evacuation.
