As requested in your July 11..1990, letter. South Carolina Electric & Gas Company (SCE&G) nereby confirms that the programmed enhancements identified in Generic Letter 88-17. " Loss of Decay Heat Removal,".have been implemented [

and the associated modification (mid-loop monitoring system) has been determined operable.

. Additionally, SCE&G was requested to-ir. corm the Nuclear Regulatory Comission if the programed enhancements were r.ot implemented by the schedule identified-in the July 11, 1990, letter. The subject schedule. which states that SCE&G " indicate (d) that all hardware-related modifications would be completed prior to beginning refueling outage.5," does not coincide with the. l comitment the Virgil C. Sumer Nuciear Station (VCSNS) made in. response to y Generic Letter 88-17. SCE&G's response to the Letter's programed 1 enhancements, dated February 2, 1989 states that VCSNS'will complete the- i recommended hardware changes,'" prior-to the gnd of the:next refueling outage- J (RFS)." This implementation schedule is consistent with the guidance j provided in the Letter, which requires implementation by the end of the i second refueling outage following receipt of Generic ' Letter 88-17. In accordance with the comitment promulgated in the~ February' 2,.1989, letter, VCSNS completed the mid-loop monitoring system and declared it operable on May 21, 1990, three days prior to the end of refueling outage five.  !
