Gentlemen:
As requested in your July 11..1990, letter. South Carolina Electric & Gas Company (SCE&G) nereby confirms that the programmed enhancements identified

in Generic Letter 88-17. " Loss of Decay Heat Removal,".have been implemented and the associated modification (mid-loop monitoring system) has been determined operable.

In accordance with the comitment promulgated in the~ February' 2,.1989, letter, VCSNS completed the mid-loop monitoring system and declared it operable on May 21, 1990, three days prior to the end of refueling outage five.
