Gentlemen:

,3This is to confirm the NRC's understanding of the commitments made by Omaha

Public Power District (OPPD) during a management meeting at the Region IV

offices on December 13, 1985. The followup inspection by Region IV on

November 18-22, 1985, and the December 13, 1985, meeting determined that

corrective action steps had been taken for each of the deficiencies identified

in NRC Inspection Report 50-285/85-03 with four exceptions. It is my

understanding that OPPD is taking ccrrective steps for these ituns as follows:

Item 1. E. Q. Motors (285/8509-01)

a. Allis-Chalmers CCW pump motors

1. Revise procedures tc show a frequency of three months for

intake grill inspection and maintenance.

2. Ensure that all grills are in place and secure.

b. All E. Q. motors

1. Review maintenance procedures for all E. Q. motors to

ensure the maintenance requirements are adequate and

implemented.

2. Perform necessary maintenance when procedures are found

inadequate or when maintenance was not perfonned as

required.

Item 2. Postaccident Monitoring (PAM) Instrument Accuracy (285/8509-02)

a. Determine loop uncertainties associated with PAM

instrumentation,

b. Compare uncertainties with those permitted by the new Emergency

Operating Procedures and effect any necessary corrective

actions.

c. Revise and expand EEQ Manual Table 1 to address the

uncertainties of instrumentation loops.

d. Review and evaluate calibration procedures for adequacy.

Item 3. States Company Terminal Blocks (285/8509-04)

a. Replace terminal blocks associated with the eight transmitter

circuits with Raychem qualified nuclear splices

b. Implement an inspection program to identify areas where the RTV

barrier has been damaged on terminal blocks and repair any

-

damaged barriers with special process procedures.

, Item 4. Rockbestos Pyrotrol III Cable (285/8509-05) ,

a. Formalize aging analyses for heat rise factors by taking credit -

for redundant cables to vent fan motors and include the -

analyses in the E.Q. qualification file.-
