Gentlemen:

Subject: Inspection No. 50-219/90 20

A routine, unannounced inspection of the radiological controls program at your facility was

conducted by S. Sherbini of this office and M. Kunowski of NRC Region 111 on October 22 - l

26,1990. Mr. Kunowski participate <l in the inspection as part of a mutual assistance I

program between the regions. Areas reviewed during this inspection are described in the NRC  !

Region i Inspection Report enclosed with this letter. Within these areas, the inspection s

included the status of previously identified items, preparations for the upcoming 13R  ;

'

refueling outage, the internal exposure control program, and procedures for controlling work

in the drywell during fuel movement. Tours of the facility and observation of ongoing work

were also conductx!.

Within the scope of this inspection, no violations were identified. Tours of the facility and

obwrvation of ongoing work activities indicated good housekeeping efforts and good control

of activities within the radiological controls areas. The program elements reviewed during this ,

inspection were found to be good and the staff in these programs were found to be competent ,

and well trained. Outage preparations were found to be extensive and thorough. However,

review of the preparations for drywell occupancy during fuel movement identified several '

areas of concern. These were discussed in detail with your staff and full agreement on the

- appropriate corrective actions was reached.
